The organization was founded on June 11, 1976 and covers the south central Texas area. The membership is made up of mostly small, rural housing authorities and the intent and purpose of the organization is to educate members and help them keep up to date with HUD's ever-changing rules and regulations.

The meetings are held on the third Thursdays of March, May, September and November. Sites of the meetings rotate among the various members thus giving everyone opportunities to see other authorities in operation.
